Noam Chomsky has written much on economics and is convinced The World Bank and others have rigged the game somewhat. In that case, much of the third world is simply a playground for the rich (at the expense of most of the population). Anyway, though, many people, as you'd expect, have objected to Chomsky's thinking, seeing his view as biased.

Not familiar with the person you mention but the work of the World Bank and the Bretton Woods institutions in general are argued to have created a system which makes it extremely difficult, if not impossible, for lowly developed countries to develop. This is usually relating to the fact they don't allow protectionist policies such as tariffs which are things all major developed country used in the past to get where they are today.

Chomsky argues against globalism to justify Communism (He's a big Castro/Hugo Chavez fan.). However, other people argue against globalism, as with the Trump group, to simply say it causes capitalism, which otherwise would be excellent, to be oppressive.
